CITIZEN ALERT

• The City of Starbase is moving to formally establish its own municipal Police Department and is seeking state enterprise project status for major Starship infrastructure expansions.

Public Safety and Law Enforcement

• Discussion and action on a landmark ordinance to officially establish the City of Starbase Police Department.
• Executive session consultation regarding an agreement with Vision Quest Solutions, Inc. for Law Enforcement Agency Establishment and Accreditation Services.

Infrastructure and Development

• Consideration of a resolution nominating the Starship Infrastructure Expansion Project as an enterprise project under the Texas Enterprise Zone Act.
• Review of a beachfront construction certificate and dune protection permit for Space Exploration Technologies Corp. (SpaceX) for the construction of a concrete road and retaining wall near Boca Chica Beach.
• Action to designate the City of Starbase as the long-term steward and conservation easement holder for the Rockhands Mitigation Bank.

Administrative and Election Services

• Appointment of a City Clerk and administration of the Oath of Office.
• Approval of an agreement with Cameron County for election services for the upcoming May 2, 2026, general election.
• Action on an agreement with Clear Career Professionals to provide professional City Clerk services.
