Starbase/City Commission Meeting : February 18, 2026

Consent Agenda

• Approved the minutes from the January 8, 2026, and February 3, 2026, City Commission meetings.
• Adopted a new credit card policy for city employees.
• Approved a lease agreement with Space Exploration Technologies Corp. for the provision of municipal office and police department space.

Annexation and ETJ Expansion

• Discussed a resolution of intent to annex approximately 7,133 acres into the city limits, including the planning of municipal services for the area.
• Approved ordinances to expand the extraterritorial jurisdiction (ETJ) and annex approximately 6.6052 acres of land.
• Approved ordinances to expand the ETJ and annex approximately 29.68 acres of land.

Public Safety and Administration

• Approved an ordinance establishing a municipal court for the City of Starbase.
• Authorized a resolution for an application to the Texas Commission on Law Enforcement (TCOLE) regarding community needs and funding for the recently established Police Department.
• Approved a professional services agreement with Lexipol, LLC for policy, training, wellness, and grant support services for the Starbase Police Department.
• Considered a request for a controlled access device to be located on Quicksilver Road.

Environmental and City Reports

• Approved a Project Cooperation Agreement with the Texas General Land Office (CEPRA) to address shoreline erosion at Boca Chica Beach.
• Received the City Administrator report, including financial statements for December 2025/January 2026 and building permit reports.
• Received an update on the development of the Starbase Police Department.
