The board will take critical steps to establish the entity, including adopting an interim budget, hiring management, and discussing funding for future capital projects.

• Call to order and establish quorum.
• Pledge of Allegiance and Invocation.
• Introduction of Board of Directors and discussion of RGVPUA purposes, advantages, and opportunities for funding capital projects.
• Qualification of Directors and administration of Oaths of Office and Statements of Officer.
• Discussion and action on election of officers.
• Public comments (3 minutes per speaker).
• Approval of service contracts for Interim General Counsel, Interim Administrative Support Services, and Interim Manager.
• Designation of an official spokesperson for the RGVPUA.
• Discussion and action to adopt an interim budget.
• Adoption of an Official Seal for the RGVPUA.
• Acquisition of insurance coverage for director and officer liability.
• Designation of time for regular board meetings and location for posting notices.
• Designation of RGVPUA offices.
• Ratification of IRS application for an Employer Identification Number.
• Designation of the RGVPUA's Fiscal Year.
• Authorization of RGVPUA Depository and establishment of a bank account.
• Ratification of actions taken by Directors and consultants prior to the organizational meeting.
• Executive session to receive legal advice concerning the creation and operation of the utility agency.
