CITIZEN ALERT: WATER CONSERVATION AMENDMENTS

• The Board will consider the first reading of an ordinance amending the Water Conservation and Drought Contingency Plan Stage 2, which may impact local water usage regulations.

Recognitions and Proclamations

• Proclamation of February 22 - 28, 2026, as Engineer's Week.
• Proclamation of February 2026 as Black History Month.
• Recognition of Fire Department Lieutenant Esteban Gonzalez Jr. for his retirement following 40 years of service.
• Recognition of the Pharr Memorial Library for receiving the 2025 Achievement of Excellence in Libraries Award.
• Recognition of Public Safety Communications Director Kenneth Ennis for obtaining Emergency Number Professional Certification.

Development and Zoning

• Renewal of a Conditional Use Permit (CUP) for Red Robin Restaurant at 409 South Jackson Road to allow the sale of alcoholic beverages.
• Request for a CUP for El Rodeo Grill (DBA 7 Mares) at 1401 South Jackson Road for on-premise alcohol consumption.
• Final plat approval for the Pharr Trade Center Subdivision, a 54.66-acre tract located in the 400 Block of E. Hi-Line Road.

Purchasing and Infrastructure

• Purchase of Vermeer heavy equipment for Pharr Connect from Vermeer Texas-Louisiana in the amount of $291,191.56.
• Purchase of servers for the IT Datacenter from SHI Government Solutions Inc. in an amount not to exceed $137,744.76.

Governance

• Nomination of a candidate to the Hidalgo County Appraisal District Board of Directors to fill an unexpired term.
