Mercedes man arrested for hit and run death in Harlingen

The Harlingen Police Department have arrested a man believed to have been involved in a hit and run death in late November, according to a news release.

Police identified the suspect as Francisco Moreno Jr. of Mercedes who authorities believed hit Harlingen resident Richard Andrew Parmer with his vehicle on Nov. 29.

On that day, Harlingen police received a call regarding a body found alongside the road near the 2900 block of North Expressway 77 Frontage Road, police said in the release Tuesday.

Once officers arrived at the scene, they found Parmer’s lifeless body. He appeared to have been hit by a vehicle.

“Following a joint investigation involving the Harlingen Police Department’s Area Detectives, Major Crimes Unit, and the Texas Rangers, authorities located the vehicle involved in the incident,” police said.

A white 1997 Ford F-150 single cab long-bed truck was recovered in Laredo on Friday.

Following several interviews with people connected to the vehicle, Moreno was identified as the suspect.

Moreno has been charged with collision involving death and tampering with evidence.

A jail records check reveals that Moreno was arrested on Dec. 18 for driving while intoxicated by the Texas Department of Public Safety. He was released the following day.

Moreno was taken into custody and received $1.5 million in bonds.
