Harlingen police identify teen killed in fatal hit-and-run

HARLINGEN, Texas (ValleyCentral) — The Harlingen Police Department has identified the teen who was killed in a hit-and-run early Friday morning.

Police say Richard Andrew Parmer, 19, of Harlingen, was found lying on the side of Frontage Road near 2900 block of North Expressway 77.

Investigation shows that Parmer was struck by a vehicle between 2:30 and 3 a.m. between Primera Road and Wilson Road.

Police say they are reviewing surveillance videos to try and identify the driver who struck and killed Palmer.
