- 1. Approval of Minutes of July 17, 2025
- 2. Consideration and possible action to adopt The Harlingen Community Improvement Board Financial Statements ending January 31, 2025. (Finance Dept)
- 3. Public hearing in accordance with the Texas Development Corporation Act, 505.160(A) of the Texas Local Government Code, to hear comments for or against funding the following projects. (City Manager)
- a. 1) Phase VI Arroyo Colorado Hike and Bike Trail $469,530.20
- 2) Harlingen North-South Trail Link $64,500
- 3) Harlingen Tree Planting Initiative $20,000
- 4) Harlingen Recreation Center $1,125,000
- 5) Victor Park $391,245
- 6) Parks to include the following, replace electrical service at Victor Park Baseball Fields, Wilson Sports Complex Shade Structures for bleachers at softball fields, Park Cameras for Wilson Sports Complex, Pendleton Park and Victor Park, install monument park signage at McKelvey, Windsor and Gutierrez Parks, 11 solar kits for playgrounds, Windscreens for Tennis Courts and replace nets at Tennis Courts at Victor Park, repair court surfaces at Victor Park, repair fence at Victor Park for ADA access all totaling $338,710
- 7) Recreation to include the following, replace 4 Scoreboards at Tom Wilson Youth Complex, Diving Boards for Pendleton and Victor Pool, replace ADA lifts, replace boiler at Pendleton Pool, shade structure 20'X24', 3 ADA 46" round tables, 2 commercial pool vacuums with service cart, Pendleton Pool Roof all totaling $283,200
- 8) Historic Preservation $500,000 FOR Casa del Sol
- 9) Park improvements to include improvements and equipment for the Parks on Stuart Place and Vestal Park all totaling $290,000
- 4. Consideration and possible action to approve the above projects listed under item 3 and authorize the expenditure from Type B Sales Tax funds for such projects. (City Manager)
- 5. Consideration and possible action to approve the Harlingen Community Improvement Board budget for Fiscal Year 2025-2026. (Finance Dept)
- 6. Discussion regarding the success of the Spay and Neuter Program and discuss future funding. (Health Dept)
