Everything IBWC Commissioner Giner said about the new water treaty minute in Mercedes

MERCEDES, Texas – The United States Section of the International Boundary and Water Commission (USIBWC) Lower Rio Grande Citizens Forum board hosted an in-person and virtual public meeting on April 2, 2024.

At the event, held in Mercedes, Texas, the head of the US section of IBWC, Maria-Elena Giner gave a detailed update on the State Department’s efforts to get Mexico to sign a new Minute related to the 1944 U.S.-Mexico Water Treaty. Under the terms of the treaty, Mexico is seriously behind in water payments.

After Giner gave her update she took questions from the audience. She was asked why it is that Mexico has not signed the new Minute. She said, speaking personally and not for the commission, the delay is likely caused by the upcoming presidential election in Mexico.
