Citizen Alert: Significant Budget Carry-Overs and Infrastructure Reallocations
The Council will consider a budget amendment for FY 2025-2026 carry-overs totaling over $3.3M across various funds, including a $1.1M allocation for the Edinburg International Airport. Additionally, ARPA funds are being reallocated to support a $2.6M street improvement project.

- Zoning - 223 W. Schunior St: Public hearing for a Comprehensive Plan Amendment and Rezoning from Neighborhood Commercial to General Commercial (Staff recommends denial).
- Zoning - 5161 N. I-69C: Rezoning request to Residential Primary to establish a new subdivision consisting of 33 half-acre lots.
- Zoning - 2812 E. Davis Road: Rezoning of 22.63 acres to Residential Urban and Townhome (RU) District for higher-density housing.
- Zoning - 703 W. Cano St: Rezoning from Residential Multifamily to Commercial General.
- Budget Amendment: Appropriation of FY 2025-2026 carry-overs, including $1,111,112 for the Edinburg International Airport Fund and $800,199 for the General Fund.
- ARPA Funding: Resolution reallocating American Rescue Plan Act funds to the Street Improvements Project (Estimated cost: $2,691,006).
- Public Safety Grant: Ratification of a $308,500 grant application for Operation Stonegarden (OPSG) to fund police overtime and 26 license plate reader cameras.
- Interlocal Agreement: Contract with Edinburg CISD for the joint use and development of Fountain Park, including new fencing and gated access.
- Special Event: Temporary Special Use Permit and road closure of Mark S. Pena Drive for the Special Olympics Texas Spring Games (April 8-10, 2026).
- Commemorative Renaming: Proposal to rename Municipal Park Baseball Field #7 to honor Fernando "Fernie" De La Garza.
- Staffing Agreement: Approval of a $350,000 services agreement between the City and the Edinburg Economic Development Corporation (EEDC).
