RIO GRANDE CITY, Texas – Elected officials have paid tribute to Starr County Industrial Foundation on the occasion of its 50th Anniversary.
A celebration dinner was held at Julable Reception Hall No. 2 in Rio Grande City on the evening of November, 21, 2024.
U.S. Sen. John Cornyn, U.S. Rep. Henry Cuellar, and state Sen. Judith Zaffirini could not be present. But they each paid tribute.
State Sen. Judith Zaffirini
Zaffirini authored a proclamation on behalf of the Texas Senate. It reads:

WHEREAS, the Senate of the State of Texas is pleased to recognize the Starr County Industrial Foundation on the occasion of its 50th anniversary; and
WHEREAS, since its establishment in 1974 the Starr County Industrial Foundation has been a central force in guiding the county’s economic development, the nonprofit organization works with government and business leaders to generate commercial growth and to enhance the quality of life for Starr County residents through community development, workforce training and strategic collaboration; and
WHEREAS, committed to sustaining long term prosperity in the region, the foundation cultivates essential partnerships between government entities, educational institutions and local leaders to foster an environment suited for economic growth. By creating a stable foundation for sustainable progress, the county is able to attract new industries and support a growing workforce: and
WHEREAS, the Starr County Industrial Foundation’s 50th Anniversary serves as a valuable opportunity to pay tribute to the meaningful and lasting impact it has made in the community and in the lives of Starr County residents, and it is truly fitting that the foundation receives special recognition as it celebrates the spirit of progress that has guided its efforts for half a century; now, therefore be it
PROCLAIMED, that the Senate of the state of Texas hereby commend the Starr County Industrial foundation on its outstanding contributions to the region, and extend to all best wishes for a memorable 50th Anniversary celebration and for much continued success; and be it further
PROCLAIMED, that a copy of this proclamation will be prepared for the foundation as an expression of esteem from the Texas Senate.

To my friend, President Rose Benavidez and the Starr County Industrial Foundation board of directors, thank you for your unwavering commitment to advancing economic opportunities for the community in Starr County. Your vision, expertise and innovation has brought significant growth to the region and has helped make Starr County the prosperous place that it is today.
I also commend the founders of the Starr County Industrial Foundation, including my friend Sam Vale, and the countless of dedicated supporters who have committed their time and efforts to investing in this thriving community. Your hard work and dedication help make Starr County the prosperous place than it is today.

Villarreal said he agreed with Cornyn about the growth of Starr County. “When I’m driving here, I don’t recognize the county anymore,” Villarreal said.
