Two men charged after shooting outside Brownsville barbershop

BROWNSVILLE, Texas (ValleyCentral) - Two men were charged after a fatal shooting broke out outside a Brownsville barbershop, authorities say.

Jose Luis Ibarra, 18, was charged with murder, engaging in organized criminal activity, forgery to defraud or harm another and evading arrest on a motor vehicle, according to a news release from the Brownsville Police Department.

A young man was also arrested and charged. Brownsville police have not released his identity or his charges. 

PD: Man shot at Brownsville barbershop

At 6:24 p.m. Sunday, authorities responded to a call regarding a person being shot at the Hometown Barbershop located at the 2500 block of E. University Boulevard.

At the scene, responding officers found a man with a gunshot wound, unresponsive. Authorities identified the victim as 22-year-old Angel Viviano Montoya. 

Montoya was transported to a local hospital where he was later pronounced dead. 

A preliminary investigation revealed Montoya met with a group of people at the parking lot to allegedly sell a firearm.

Authorities say, moments later Montoya was shot, and the suspects left the scene in a red Chevy Colorado with Mexican license plate.

"Montoya was able to run back into the barbershop where he collapsed," Brownsville police said. 

Shortly after, Brownsville Independent School District police found the suspect's vehicle at the 600 block of E. Adams Street and attempted to conduct a traffic stop.

The driver of the Chevy drove away from police and was later located at the 800 block of E. Taylor Street. Three people were arrested, police say.

"Brownsville Criminal Investigations Unit conducted a further investigation and out of the three detained, two were charged," Brownsville police said.

Ibarra was arraigned on Sunday at the Brownsville Police Department and issued a bond of $3.55 million. 

This is an ongoing investigation.
