SAN JUAN COTTAGES AND NEW VETERANS BLVD RETAIL

The upcoming San Juan City Commission meeting on June 23, 2026, highlights several major regional developments, new businesses, and residential construction projects that are shaping the local real estate and community landscape. A major highlight is the San Juan Cottages project, a new affordable housing community funded by a $2 million Disaster Recovery Reallocation Program award. Additionally, Veterans Boulevard is seeing a surge in retail activity with a new Dollar General and a proposed 7-Eleven, alongside several new local eateries that recently opened their doors across the city. Finally, local property investors and developers are facing strong community pushback on a few multi-family rezoning requests, showing active civic engagement in neighborhood planning.

### Additional Details

**Major Housing Development**

* The San Juan Housing Authority is developing the "San Juan Cottages," a new affordable housing community consisting of seven duplex buildings.

* This project is made possible by an estimated $2 million Disaster Recovery Reallocation Program (DRRP) award from the Texas General Land Office.

**New Retail, Food, & Business Activity**

* A new Dollar General Store (#25987) is proposed for 2703 N. Veterans Boulevard, seeking a conditional use permit for off-premise alcohol sales.

* A new 7-Eleven is also proposed for the southeast corner of Veterans Boulevard and Sioux Road (2023 N. Veterans Blvd), operating 24/7 and seeking an off-premise alcohol permit.

* The City of San Juan saw six new businesses open in May, including Pinch N' Dip, Chepes Tepache & Ice Cream, D'lash Castle LLC, Tacos y Gorditas La Tia Lola, Healthy Havana, and Corner Box Snacks.

**Subdivision Expansion**

* **Villas de Angelina Subdivision:** The commission is considering the final plat approval for a 69-lot residential subdivision on a 14.64-acre tract along the south side of Hall Acres Road.

* **Stewart Coves Phase II Subdivision:** Final plat approval is also being considered for an 89-lot residential subdivision on a 16.00-acre tract along the west side of Stewart Road.

**Contentious Rezoning Battles**

* Two separate requests to rezone single-family residential areas to multi-family residence districts are facing stiff opposition.

* One request at 307 E. 11th Street to build a four-to-six unit apartment complex was protested by neighbors citing traffic and safety concerns.

* Another request for a 6.68-acre tract on Stewart Road received a formal zoning protest signed by 16 property owners concerned about septic tanks, drainage, and traffic.

* The Planning and Zoning Commission unanimously recommended denying both requests, citing them as "spot zoning" that is incompatible with the Comprehensive Plan.

**Drought & Infrastructure**

* The city remains under Stage II Water Conservation.

* The Commission will formally adopt the May 2026 Water Conservation and Drought Contingency Plan and is applying for a Texas Water Development Board grant for a 2025 Water Distribution and Comprehensive Master Plan Improvement Project.
