PHARR, Texas – Hidalgo County Regional Mobility Authority is in the news.
Gov. Greg Abbott recently appointed a new chairman to the group’s board of directors – Pharr businessman Robert L. Lozano.
HCRMA has just updated its strategic plan for 2025-2029.
Its development engineer, Ruben Alfaro, is slated to give the keynote speech at the next meeting of the South Texas Manufacturers Association.
And its chief construction engineer, Ramon Navarro, has just given an exclusive interview to the Rio Grande Guardian International News Service.
In the interview, Navarro focused on the group’s big ticket item, the 365 Toll project.

Mike Willis, executive director of South Texas Manufacturers Association, said HCRMA’s Alfaro will give an overview of current and planned road and highway construction projects.
“The Hidalgo County Regional Mobility Authority is an independent governmental agency created to accelerate needed transportation projects in Hidalgo County,” Willis said.
He said Alfaro will review the status of projects such as:
- * East & West Loops around Hidalgo County metro areas
- * SH365 Truck Overweight Corridor along Military Hwy- currently under construction
- * International Bridge Trade Corridor- connecting Donna/Pharr Bridge truck traffic to I-69.
- * Road Improvements from Military Hwy to I-69
- * Current estimated completion date of TXDOT project underway on 281/I69 Interchange in Pharr

Robert L. Lozano
Gov. Abbott appointed Robert L. Lozano as the presiding officer of the Hidalgo County Regional Mobility Authority for a term set to expire on February 1, 2026. Here is Lozano’s bio:
Robert L. Lozano of Edinburg is the owner and chairman of F&P Brands, and operator of Dairy Queen and Schlotzsky’s restaurants in South Texas. He is chairman of the Greater State Bank. He is a former board member of the Federal Reserve Bank of Dallas San Antonio Branch, McAllen Economic Development Corporation, Alamo Bank of Texas, and the International Bank of Commerce and former president of the Pharr Chamber of Commerce, McAllen Chamber of Commerce, McAllen Economic Development Corporation, and Rio Grande Valley Partnership. Additionally, he is a former member of the Texas Rotary Club, co-founder of the Lozano Family Foundation, and a founding member of the Good Samaritan Community Services. Lozano received a Bachelor of Business Administration from Texas State University.
