Former RGC interim super named lone finalist at San Isidro ISD

In a special board meeting Monday, the San Isidro Independent School District selected Elsa V. Morris as the lone finalist for the position of superintendent.

Morris recently served as the interim superintendent at Rio Grande City Grulla CISD. She was appointed to that position in August 2024 after that district voted to reassign Adolfo Peña, the previous superintendent, to another position.

According to a press release from the Region One Education Service Center, Morris spent three decades serving in various roles at Rio Grande City Grulla school district, including as the assistant superintendent for curriculum and instruction.

Her educational track record includes being an English and student leadership teacher and a high school counselor.

She also led various initiatives such as development of comprehensive, targeted-plans; the implementation of legislative priorities; the responsiveness of the Resilient Schools Support Program as part of the district’s Health and Safety Plan; and the management of the district’s Teacher Incentive Allotment plan providing additional monetary support to teachers in reaching their student outcomes.

Morris is a graduate of the University of Texas-Pan American, receiving a bachelor’s of arts in English, a master’s in education: counseling and guidance, as well as her mid-management certificate.

She also received her superintendent certificate from the UTRGV in 2017.

The San Isidro ISD school board conducted a superintendent search with the assistance of the Region One ESC.

“We welcome Ms. Morris to our Tiger Family! We are looking forward to working with such a dynamic leader in education,” David Garza, president of the San Isidro ISD school board, said in the press release. “Her experience and background are a great fit for our school community.”

San Isidro ISD encompasses 275 square miles of rural farming community and serves 160 students at three campuses.
