The caller reported a man, identified as Silvestre Banda Casas, 41, had exposed his genitalia to a minor.

Before arrival, the minor had informed her parents that Casas had been following her as she was shopping for clothes.

The minor added that she began to record Casas because she felt uncomfortable and as the minor was walking away, Casas exposed himself. She then rushed to her parents to notify them about the incident.
