Tributes pour in for Cindy Ramos-Davidson

EL PASO, Texas – Tributes have poured in for Cindy Ramos-Davidson, the driving force behind the El Paso Hispanic Chamber of Commerce for nearly three decades.

She died June 1 aged 69.

Glenn Hamer, president and CEO of the Texas Association of Business, said: 

“We are deeply saddened by the passing of Cindy Ramos-Davidson, who honorably served the El Paso Hispanic Chamber of Commerce for nearly three decades and fought passionately on behalf of the region’s small business community. 

“Cindy was an elite chamber leader and an institution of her own, with an unrivaled passion for the businesses and community she served. 

“Cindy’s mentorship and advocacy work will forever be remembered – not only in El Paso, but throughout the State of Texas. We extend our deepest condolences to Cindy’s family and the El Paso Hispanic Chamber staff, and we hope to celebrate the indelible legacy she left on El Paso’s vibrant business community.”

The El Paso Hispanic Chamber of Commerce described Ramos-Davidson as “an esteemed leader,” and a “tireless champion for small, minority, veteran and women owned businesses.” The group said she dedicated her career to fostering economic growth and empowering local businesses in El Paso, throughout the State of Texas and the nation.  

“For 27 years, Cindy served as the driving force behind the Hispanic Chamber of Commerce, leading initiatives that strengthened the overall business community. Her firm commitment to advocate, mentor, and leader will live on through the countless entrepreneurs she inspired, the businesses she uplifted and the economic development she has championed. The El Paso Hispanic Chamber of Commerce’s Board of Directors and dedicated staff is committed to keeping Cindy’s legacy alive and will continue to provide leading resources to our small business community. Her contributions to the business community will never be forgotten, and her spirit will continue to guide future generations of entrepreneurs,” the group said.

Frank Spencer III, president of Aztec Contractors, Inc. and chairman of the board of directors of the El Paso Hispanic Chamber of Commerce, said: “My heartfelt prayers are with Cindy Ramos Davidson’s family. I am deeply saddened by the loss of a remarkable mentor and friend. Cindy’s relentless resilience and unwavering dedication to supporting small businesses transformed countless lives in our community, including mine. Her legacy will live on through those she inspired. Rest in peace, Cindy. While no one can replace you, we will strive to carry forward your vision and passion. Thank you for all you have done for so many of us.”

Mary Helen Aldeis, interim CEO of the El Paso Hispanic Chamber of Commerce, said: 

“Cindy Ramos-Davidson was more than a leader-she was a mentor, a visionary, and a fierce advocate for the Hispanic business community. Having had the privilege of working alongside her for 19 years, I witnessed firsthand her dedication to empowering entrepreneurs and shaping economic opportunities in El Paso. Her guidance and passion have left a lasting mark on all of us, and while we mourn her loss, we also celebrate the incredible legacy she leaves behind. Our thoughts and prayers are with her family during this difficult time. We will share details will about her celebration of life once received from the Davidson family.”

The Texas Association of Mexican American Chambers of Commerce said:

“With heavy hearts and profound gratitude, the El Paso community and beyond honor the passing of Cindy Ramos-Davidson—a visionary leader whose unwavering dedication transformed the landscape for minority-owned businesses and underserved communities. For 27 years, she served as President and CEO of the El Paso Hispanic Chamber of Commerce, shaping it into a force for economic empowerment and opportunity.

“In the early hours of June 1, 2025, Cindy passed away peacefully in her sleep, surrounded by the same love and compassion she so freely shared with others. Her departure marks the end of an era defined by tireless advocacy, selfless leadership, and an unrelenting commitment to those striving to build a better future.

“More than an executive, Cindy was a force of nature—equal parts grit and grace. She was known for her tenacity, warmth, and boundless vision, uplifting entrepreneurs, families, and neighborhoods, particularly in historically marginalized communities. Whether walking the halls of the Capitol, mentoring a young business owner, or greeting a vendor by name at a ribbon cutting, she approached each moment with heart, humor, and humility.

“Though she often shied away from recognition, her impact never went unnoticed. Cindy played a pivotal role in shaping economic mobility efforts, ensuring Hispanic voices were heard and centered. She was a devoted wife, loving mother, proud daughter, and cherished friend.

“Her absence leaves an immeasurable void, but her legacy remains indelible, woven into the fabric of El Paso, Texas, and the national Hispanic business community. Her work, passion, and unwavering belief in people will continue to resonate for generations to come.

“Per her wishes, a Celebration of Life will be held this August, where family, friends, colleagues, and community members will gather to honor Cindy’s extraordinary legacy. The Ramos-Davidson family asks for continued prayers, support, and reflections as they prepare to celebrate a life lived with purpose, compassion, and an unstoppable drive to uplift others.”
