In Progreso, drugs and politics frequently go hand-in-hand. At least four members of the school board and two mayors were convicted on drug trafficking charges during the past four decades.

As part of his plea, Garcia confessed to creating a bogus trucking company. Trucks registered to Garcia’s company transported cocaine from Texas to Florida.
