Citizen Alert: Major Budget and Capital Projects Under Review

The City Council will hold a presentation on the FY 2026-2027 budget and review the draft 5-Year Capital Improvement Plan. Most notably, the council will discuss the Convention Center Renovation and Annex Project, with an estimated cost between $84 million and $94 million.

• 4.1 Fiscal year 2026-2027 Budget presentation and discussion: Preliminary assessed values show a 2.05% increase; staff assumes adoption of the current tax rate ($0.262159).
• 5.1 Resolution 2026-11: Supporting state assistance application for the Beach Maintenance Reimbursement Fund for FY 2027.
• 5.2 Resolution 2026-12: Establishing rental charges for beach cleaning equipment and labor.
• 5.6 Budget Amendment: Approval of $22,700 for Change Order #1 regarding side street improvements on E. Georgia Ruth Drive, E. Constellation Drive, and W. Gardenia Street.
• 5.7 Ordinance No. 26-14: Second and final reading amending Chapter 25 (Parks, Recreation, and Beautification) of the Code of Ordinances.
• 6.1 Dumpster Enclosure: Agreement with Marisol Condominiums to use portion of Gulf Boulevard right-of-way.
• 6.2 Convention Center Renovation and Annex Project: Update on the expansion project with an estimated cost of $84M - $94M.
• 6.3 5-Year Capital Improvement Plan 2025-2029: Review and discussion of the draft multi-year infrastructure plan.
• 6.6 CivicPlus Contract: Approval of a 3-year contract for agenda management and open records software ($22,156.85 for the 1st year).
• 6.7 Primary Depository Bank: Selection of Lone Star National Bank for an initial two-year term.
• 6.8 Police Body Cameras: Budget amendment for the purchase of six V700 Body Cameras ($6,622.80).
