RioPlex in Houston – An interview with Rene Capistran 

HOUSTON, Texas – RioPlex hosted its “Texas Port to the Stars Foreign Direct Investment Summit” at the Westin Galleria in Houston on April 9th and 10th, 2025. 

It was the first time the region – the Rio Grande Valley and northern Tamaulipas – had promoted itself at a summit held outside its boundaries. 

One of the attendees was Rene Capistran, president of Noble Texas Builders and a board member of RioPlex. 

During the summit, the Rio Grande Guardian International News Service secured an interview with Capistran.
