PROGRESO, Texas (ValleyCentral) — A report obtained by ValleyCentral shows that the Progreso school board president was under the influence while trespassing on his ex-girlfriend's property at the time of his arrest.
Juan Jose Ramos, 38, was arrested Tuesday night on charges of public intoxication and possession of a controlled substance.

Weslaco police responded to a call from a woman regarding car honking sounds outside her residence. According to the report, police located Ramos parked outside the residence with a pack of beer, slurred speech, and red eyes.
The report details that Ramos and the woman dated but were no longer together. Ramos told police he had approximately eight beers and claimed he was trying to talk to his ex-girlfriend.
The report adds that the ex-girlfriend told Ramos to leave multiple times.
Ramos was issued a criminal trespass warning and transported to the Weslaco City Jail on a public intoxication charge.
He was later charged with possession of a controlled substance after a jailer found cocaine inside his wallet.
ValleyCentral spoke with Ramos early Wednesday. However, he said he has no comment on the situation.
