PD: Mission man arrested for deadly December shooting, 2 remain wanted

McALLEN, Texas (ValleyCentral) — A Mission man was arrested in connection to a December fatal shooting in McAllen.

Luis Mondragon was arrested on a charge of murder, according to Hidalgo County Jail records.

A probable cause affidavit stated that on Dec. 19, 2023 officers with the McAllen Police Department responded to a shooting that occurred at the 200 block of N. 28th Street.

There, officers found a victim, identified as Raymundo Martinez Gutierrez, who had been shot multiple times. The affidavit stated he later died from those injuries.

Through the investigation, police identified two suspects; Eliezer Morales and Jose Geovani Ipina-Rosales, the document added. Investigators learned that Morales and Ipina-Rosales chased Martinez in a white Ford Expedition. The two men cut off Martinez, who was driving a silver Mazda 3, and then shot him from the front passenger side, the affidavit alleged.

Edinburg PD: One arrested in motorcycle hit-and-run

Witnesses and a family member identified Mondragon as a third suspect, stating they saw him enter the vehicle into the rear passenger seat.

A McAllen PD news release from the day after the shooting stated that Martinez was involved in a domestic disturbance at the 2700 block of Date Palm Avenue before the shooting. Police added Martinez and the suspects know each other.

Police described Morales and Ipina-Rosales as wanted suspects in the case.

Mondragon was taken into custody and booked into the Hidalgo County Jail on March 27. He was arraigned and his bond was set at $1 million.
