Mercedes man indicted for fatal Harlingen hit-and-run crash

A 28-year-old Mercedes man has been indicted on charges of collision involving death and tampering with evidence for a fatal hit-and-run crash in Harlingen last November.

Francisco Moreno Jr. was scheduled to be arraigned on the indictment Tuesday morning, court records show.

He’s accused of hitting and killing Richard Andrew Parmer on Nov. 29. Moreno, however, wouldn’t be arrested until late December.

The investigation began when police received a call after Parmer’s body was found alongside the road near the 2900 block of North Expressway 77 Frontage Road, according to police.

“Following a joint investigation involving the Harlingen Police Department’s Area Detectives, Major Crimes Unit, and the Texas Rangers, authorities located the vehicle involved in the incident,” police said previously.

That vehicle was a white 1997 Ford F-150 truck that was found in Laredo. Investigators interviewed people connected to the vehicle and identified Moreno as a suspect.

He remains jailed in the Cameron County Carrizales-Rucker Detention Center on a $1.5 million bond.

Moreno was indicted along with 48-year-old Esmeralda Ramirez-Longoria, who is only charged with tampering with evidence.

She was scheduled to be arraigned on the indictment Tuesday morning as well. However, she failed to appear and a warrant was issued for her arrest, according to court records.
