A final judgement signed by Judge Jose Manuel Banales stated that the number of illegal votes cast for David White exceeded his ten vote margin of victory, and after subtracting that total, Lozano obtained more votes.

Testimony documents show that at least 14 illegal votes were cast for White, as a result of improper voter assistance by White's campaign.
