Investigative Report: Brownsville City Commission Meeting

The Brownsville City Commission will convene a special meeting on January 23, 2026, at 12:00 PM, in the Commission Chambers, located at 1001 East Elizabeth Street, Brownsville, Cameron County, Texas. The meeting will be led by John Cowen, Jr, Mayor, and will include commissioners Tino Villarreal, Commissioner At-large "A", Nurith Galonsky Pizana, Commissioner At-large "B", Bryan L. Martinez, Commissioner District 1, Linda C. Macias, Commissioner District 2, Gustavo De Leon, Commissioner District 3, and Pedro Cardenas, Commissioner District 4. The meeting will begin with a call to order, roll call, invocation, and pledge of allegiance to the flags of the United States of America and the State of Texas. A public comment period will follow, where non-agenda items and agenda items will be discussed, with a time limit of three minutes per speaker. The commission will then move into executive session to discuss Project Wind, related to economic development deliberation, under Tex. Gov't. Code Sections 551.071 and 551.087. Possible action on any item discussed in executive session will be taken, including consideration and action related to Resolution Number 2026-021 for Project Wind. The meeting will be accessible to the public, with accommodations available for individuals with disabilities, and a recording of the meeting will be made available in accordance with the Open Meetings Act. The City Commission may retire into executive session at any time during the meeting to confer with legal counsel or deliberate on any subject slated for discussion, as permitted under the Texas Open Meetings Act. The meeting notice and agenda have been posted online and at City Hall, in compliance with Chapter 551 of the Texas Government Code.
