MISSION, Texas (ValleyCentral) — The Mission City Council held a meeting on Tuesday and appointed 2 co-interim city managers.
On August 29, the Mission City Council met to discuss the current City Manager Mike Perez's contract with a possible severance agreement.
“We’re not getting rid of him,” Mayor Garza told ValleyCentral. “We’re still going to use him as a consultant. He’s going to be a phone call away from our assistant city managers. They’ll still be able to call him at any time. I will be able to call him at any time for advice or direction.”
Before the Council and Mayor retired to speak behind closed doors during their August meeting, three community members came forward to address the members. Two of the speakers urged the council members to keep Perez in his current position, while the third wanted to ensure he would still be active in important projects surrounding the Cimarron Country Club project.
Garza said that would still be one of Perez’s biggest tasks going forward. She added that he had been instrumental in establishing the Property Improvement District that residents had petitioned the city to create.
The city’s statement stated that two Assistant City Managers, Andy Garcia and Juan Pablo Terrazas, would be guiding Mission during the transition.
On Tuesday, city officials voted unanimously regarding separating employment from the current city manager and proceeded with the agreement regarding his position.
A motion was approved to proceed with appointing Juan Pablo Terrazas and Andy Garcia as the interim co-city managers.

The City of Mission's statement reads the following:
"At the regularly scheduled City Council meeting on Tuesday, September 9, 2025, the Mission City Council approved the appointment of Assistant City Managers Juan Pablo Terrazas and Andy Garcia to serve as Interim City Managers."
"Mr. Terrazas and Mr. Garcia will assume their responsibilities effective immediately, ensuring the continuity of leadership and operations for the City of Mission."
Mayor Garza's statement states the following:
"At our City Council meeting on Tuesday, September 9, 2025, the Mission City Council approved the appointment of Assistant City Managers Juan Pablo Terrazas and Andy Garcia to serve as Interim City Managers."

Andy Garcia's background:
Garica is a Mission native who has worked with the City of Mission before.
In a 2024 LinkedIn post, Garcia shared he served as the City Manager for the City of Falfurrias for two years and thanked the City of Mission for the opportunity to serve as its newest Assistant City Manager.
As a City Manager for the City of Falfurrias, Garcia helped implement progressive changes such as public Wi-Fi, a workforce development center, and a food truck park.
Additionally, Garcia was also able to introduce the City's first incubation and a city-wide traffic surveillance system.
J.P Terrazas' Background:
According to the City of Mission's website, Terrazas has worked with the city for nine years and recently served as the city engineer/public works for the last seven years.
During his time as the city engineer/public works, he supervised streets, traffic drainage, water, and washwater operations, along with treatment plans.
Before working with the City of Mission, Terraza worked with the Texas Department of Transportation for 12 years as a transportation engineer and project manager.
