City of McAllen boosts enforcement, shuts power on bars without certificates

McALLEN, Texas (ValleyCentral) — The City of McAllen has shut down power to over a dozen bar establishments in the downtown district that were open without a legally required certificate of occupancy.

The city disconnected electrical services on Friday morning on accusations of operating without a certificate of occupancy.

A certificate of occupancy helps verify that residences and establishments have met essential building and fire codes, electrical standards, and life-safety requirements.

According to the city, a residence without a certificate of occupancy poses a public safety risk, lacking assurance that exits are accessible, wiring is safe, or fire suppression systems are functioning.

“Certificates of occupancy are not red tape; they are critical safeguards designed to protect patrons, employees, and first responders,” said City Manager Isaac Tawil. “Almost all McAllen businesses comply with these rules because they value the safety of their customers and our community. Unfortunately, a small group of bar operators has chosen to ignore these standards and operate illegally.”

In a previous report, the city had filed lawsuits against Vandu, Times Two Shot Bar, and Brava Show Bar and had initiated civil proceedings against Alibi, Cine El Rey, La Santa, and The Yard.

According to the city, despite the multiple citations and civil suits, the establishments continued to operate their businesses without proper documentation.

"McAllen’s downtown entertainment scene is one of our city’s greatest assets,” added Mayor Javier Villalobos. “We will continue to support responsible operators and work hand-in-hand with the business community to keep our vibrant nightlife safe for everyone.”

The city says that power will be restored as soon as business operators obtain their certificates of occupancy and demonstrate compliance with minimum safety requirements.
