According to the Cameron County Sheriff's Office, Delgado would approach and offer assistance to low-income families to obtain nonexistent grant monies for home repairs and renovations.

Delgado would then use victims’ personal information without their consent to obtain loans under their names and then withdraw the money from the loans for his benefit, never to be seen again.
